1. The Walk-Away Test
The first evaluation is what Buterin calls the “Walk-Away Test.”
The question is simple:
If the company or team behind a project disappeared tomorrow, would users still be able to access their assets and continue using the system?
If the answer is no, then the project cannot truly be considered decentralized.
One of blockchain fundamental promises is that networks can operate independently of any single company or organization. When users rely entirely on a development team to keep a system functioning, they are still exposed to centralized risk.

2. The Insider Attack Test
The second evaluation is the “Insider Attack Test.”
This test examines whether someone within the organization could exploit their position to compromise the system.
Potential threats include:

- Unauthorized access to critical security keys.

The third test focuses on the Trusted Computing Base (TCB).
What Is a Trusted Computing Base?
The Trusted Computing Base refers to all the components that users must trust for a system to function securely.
These components may include:

- Network operators.
- Governance systems.
The larger the trusted base, the greater the risk of failure or exploitation.
Buterin argues that blockchain projects should reduce the number of elements users must trust blindly. Security should come from transparency, verification, and cryptographic guarantees rather than faith in centralized entities.

Buterin also addressed several practical issues within Ethereum ecosystem, particularly the growing number of Layer 2 networks.
Layer 2 solutions are designed to improve Ethereum scalability by processing transactions outside the main blockchain while still relying on Ethereum security.
These networks have helped reduce transaction costs and improve speed. However, Buterin warned that some Layer 2 projects have introduced new forms of centralization.
One of his primary concerns involves instant upgrade mechanisms.
In several Layer 2 systems, development teams retain the ability to implement major protocol changes with little or no delay. While this may allow faster innovation, it also creates a central point of control.
If a small group can alter the network without meaningful oversight, users may not be receiving the level of decentralization they expect.
Fragile dApp Frontends Remain a Major Weakness
Many users assume that decentralized applications are fully decentralized simply because their smart contracts run on a blockchain.
However, Buterin pointed out an often-overlooked issue: the frontend interfaces that users interact with daily.
Most decentralized applications rely on traditional websites and hosting services. These interfaces can potentially be:
- Modified.
- Censored.
- Hacked.
- Taken offline.
- Restricted by third parties.
As a result, users may lose access to a decentralized application even if its underlying smart contracts continue operating normally.
To address this vulnerability, Buterin encouraged developers to adopt immutable frontends hosted through decentralized storage solutions such as IPFS (InterPlanetary File System).
Such an approach could significantly improve resistance to censorship and single points of failure.

Another issue highlighted during the speech was the growing use of token-based governance systems that effectively function as vote auctions.
In many blockchain projects, governance power is directly tied to token ownership. The more tokens someone holds, the more influence they have over decisions.
While this model appears democratic on the surface, it can create situations where wealthy participants dominate governance simply by purchasing more tokens.
This raises concerns about whether decentralized governance is truly representative of the broader community.

Yet Vitalik Buterin message was clear: success alone does not guarantee a decentralized future.
Through his three decentralization tests, criticism of centralized Layer 2 mechanisms, concerns about governance structures, and warnings inspired by OpenAI evolution, Buterin challenged the Ethereum community to stay focused on its founding ideals.
